If your mobile unit is designed to have a restroom on board (currently not allowed in Pierce County), the manner in which the tanks are emptied, may not be accomodated by your commissary so you will need to work with your county health plan reviewer on an approved dump site. 

Most county health departments will allow you to use a non-traditional commissary kitchen as long as it meets the commercial kitchen requirements. Other places that can be approved might be: a gas station, churches, fraternal organizations, senior & community centers or halls, etc….the kitchen requirements most often need to include: a 3-compartment sink, hand wash sink, food prep sink, commercial refrigeration space, dry storage space, freezer space, restroom access, ice machine, key accessibility, cooking equipment, prep table, mop sink, waste disposal, and off-street parking with security for trucks/trailers.

Commissary Kitchen Exemptions - The county health department must now approve a request for commissary kitchen exemptions or the requirement to operate out of a servicing area if: your mobile contains all the equipment and utensils needed for complete onboard preparation of an approved menu; your mobile unit is protected from environmental contamination when not in use; your mobile unit can maintain required food storage temperatures during storage, preparation, service, and transit; your mobile unit has a dedicated hand wash sink; your mobile unit has adequate water capacity; your mobile Is able to store tools onboard needed for cleaning and sanitizing; all food used can be prepared onboard; wastewater and garbage will be sanitarily removed following an approved written plan or by a licensed service provider; and the county health department approves the menu and plan of operation. Any permitted food service establishment or other facility (church, lodge or club, community center, etc.) in Snohomish County can act as a commissary for a mobile food truck if it can provide adequate prep & refrigeration space, dishwashing facilities, prep sinks, storage space, etc.

Pierce County

In December 2022, all commissary kitchens will be required to have a commissary permit. They will be permitted as a Low Risk Commissary Kitchen and have their permit fee waived until 2025. They will then be billed annually for the Low Risk Commissary permit. This will make commissaries easier for the public to find and use. It will allow for better communication with other jurisdictions for cross permitting. Pierce is not requiring a commissary permit for:

  • Kitchens that are a commissary to only themselves and have a valid food establishment permit. For example, Manic Meatballs has a restaurant permit and serves as her own commissary. She will only be required to apply for a commissary permit if she wants to rent space to other people.

  • Facilities that provide only mop sink and restroom access. For example, a business that provides mop sink and restroom access to a coffee stand in a parking lot that is otherwise self sufficient (plumbed – no holding tanks, 3-compartment sink installed in stand, all supporting refrigeration in the stand, etc.)
